You would install them as either root, or as the user of your web
server which could be nobody or it could be apache depending on your
distribution. Mailman is a very good program and manages lists very
effectively. The only downside is creation of new lists needs manual
editing of the /etc/aliases file or if you are using virtualusertable
then you have to modify that file as well as the /etc/aliases file.
make sure they are without world write access!!!
