An old fave of mine is WWWOFFLE (WWW Off-Line Explorer)

Caching proxy server, nice easy browser interface for configuration, a gazillion options, and really good cache browsing/searching functions.

A great strength is the ability to schedule pages for recursive download. Can surf the cache even when not connected to the net.
