You can have a static IP with jetstream.

Shouldbe no problems. However, you might look into
the cheaper market segment of CISO routers ...
there some out there that do VPN's and are around
800 bucks.

The other thing you should consider is jetstreams
up-/downstream-ratio ... not sure if I got that right off
the top of my head, but it's like 12:1? ... that means that
the sending bit will be a MAJOR bottleneck, specially
if you try to squeeze IP and VoIP trhough it.
