I don't know about the theory of that, but you can test this empirically.

Boot up into single user mode, and follow the instructions here:

http://linux.oreillynet.com/lpt/a/272

Then you can see which settings provide you with the best performance.

Usual caveats - make sure you have important data backed up before you shag 
about with hdparm.
