[wellylug] PCI USB adapter?

Does anyone know of any Linux compatible-devices matching these descriptions?
1. PCI USB adapter (a PCI card with 2 or more USB ports)
2. External IDE to USB Enclosure (as for a CD-ROM or CD-RW drive)

Due to excessive fan noise from our HD rack we want to put 3 HDs for a RAID
array inside a server and have external tape and a CD-ROM drives.
