Couldn't find the exact place but google "acpi RH9" came up with a
number of pages referring to how ACPI being disabled in RH9. The
engineers have probably done it for a reason. Buggy implementations of
APM and ACPI conflicting with each other.

has patches and working 2.4.20-9 kernels for RH9 with acpi support
fixed. I haven't tried them but you could compare the patches with the
modifications you made and look for ideas. There's a src rpm there also
so you could add ntfs if it's not already there.

Any more than that and you've probably exhausted my ideas.
