I think that open office has a simple database frontend.
(Only a 100meg download ;)).

Definitely isn't MS Access though...

eclipse (http://www.eclipse.org) has a couple of good database plugins.
(Another big download - and probably no diagrams - actually probably no 
good for you at all, but I think everyone should be using eclipse)
