Perhaps the New Zealand Open Source Society could help with convincing
them to consider an Open Source Developement model, using open source
developement tools, and cross platform developement.  The Society should
also be able to arrange some form training and support in this area as
well.

Could you email me offline some info on what MUSAC is, and who the
relevant contact people are, and I pass it on to the NZOSS Education
Team.
