I agree with Rob
I had a similar situation at where I wanted to make it easy for my s.o.
to log on without having to run pon and poff as root and solved it by
using sudo.
Sudo lets specific users run specific applicatons as root.
After setting up sudo all I had to do was set up the modem applet (we
are using gnome) to run "sudo pon" and we were away.
I also used it to allow any user to shutdown/restart the laptop until I
found out you can set this through gdm :-)
