I used to have kppp run some 'after connect' and 'before disconnect'
scripts to start and stop fetchmail. You could write a 'before connect' and
'after disconnect' script to manage the stopping and starting of the
usermode daemon, no? The place where these go is in the 'Execute' tab of
the 'Account' setup.

I also made it so /usr/sbin/kppp was setuid root, and had the icon on the
desktop execute /usr/sbin/kppp instead of the /usr/bin one. (all on a
redhat 8.0 setup, if that matters.)

With those things in place, it would be as easy as Johnathan said, and will
handle the 'feature' that you are trying to work around :-)
