Correct. Trouble is, how do you pay 60 Euros with an American credit
card? There are no non-American credit cards. If you look into it you
might find that paying 60 Euros means your Kiwi-$$ are first converted
to American $$ (= profit for the Americans), and then those are
converted to Euros (= profit for yet another bank, probably also
American). Trying to get your bank to channel 60 Euros straight to the
French is likely to cost you (and them) >10 times as much as the profit
the Americans make from their/your credit card.
