As David noted, mingw is the tool for this. I have
used it successfully to compile console apps for
Windows on Debian. It is a port of sorts of the gcc
compiler suite, and there is a .deb package for it.
Just google on mingw or mingw32 (or apt-cache search
mingw).
You do not need Cygwin on the Windows machine at all
if you use mingw.
Testing the app is a different proposition entirely
though. When developing a Windows app under Linux
with mingw, it would be nice to be able to boot up the
resulting binary under Wine. But with my console apps
and Debian's stable version of Wine, it won't even
start. I have to transfer to a Windows machine to
test, with no gdb etc. :-(
