I had Paradise tell me just yesterday that a fault was at my end because
they could ping my IP address. After unplugging from the Linux firewall into
the back of a XP Home machine, the problem still existed.
I could ping the gateway IP they had provided, but couldn't ping any other
IP address or resolve DNS names.
Turned out I WAS RIGHT and they had given me the wrong subnet mask for the
connection. They had given me 255.255.252.0 which didn't work (BTW I use
that same subnet mask here at home and it works). I changed the subnet mask
to 255.255.255.0 and that worked.
I wish Paradise would get their act together, Xtra HelpDesk is kicking their
butts when it comes to customer service and answering the phome smartly, not
to mention getting the problem solved pronto.

FWIW, When I moved from the City to Lower Hutt, I had to change my modem
from a COM21 to a Motorola Surfboard. In the process, I was required to
use a new IP address.
