I'm not sure of how it looks in smoothwall, but essentially instead of the 
usual port-forward specification of a protocol (eg TCP) and one (or more 
ports) (eg 25), you are specifying a protocol (47) and 'any' port.  The 
'any' port may be signified by the word 'any' or a wildcard of some sort or 
maybe by just leaving the port field blank.

[You may be able to specify the protocol by name GRE or might have to use 
the protocol number 47]
