they seem to happen when an outlook users write in RTF format, or uses MS word 
to compose their emails. they're also sometimes made by MS exchange server.

the common name is "outlook droppings"

officially they're a bug in outlook, knowledge base article is here:

so, it's a bug, but one M$ have decided never to fix. (it's been around for 
about 6 years now)
