It certainly does work by default in Mozilla ...

I seem to recall that Mozilla has a small delay (milliseconds) that it
waits for more data before beginning rendering.  That can be configured
to 0 but the overall rendering time may actually go up if more data is
received and areas need to be re-flowed.
