Well, I don't totally disagree with you that some effects of the law
change have been negative, but I do think it unreasonable that the
government could forbid a person from drinking when they are old
enough to live without their parents, get married, have children,
vote, drive a vehicle, view legal but "indecent" publications, own a
credit card or take out a mortgage on their own account, and be
conscripted (it could happen!) or voluntary join the armed forces.
The present problems probably say more about our unusually
unrestrained culture of drinking, and a lack of decent enforcement of
under-age consumption (at whatever age is chosen).
In France, I saw 5 year-olds buying whisky at the dairy for their
parents. I did not see the kind of public drunkenness you can see any
weekend on Courtenay Place or on the beach at the Mount.
