[wellylug] Video / Webcam Streaming

Hey, 
I want to stream our Wellington office over our Lan via a webpage, 
Much like Citylinks' webcams. realtime live.

Now, heres the tricky part, I have one 24/7 box on my desk, and it's
windows...  the other 8/5 is my laptop, which gets taken home. I have a
webcam connected to the Windows box, and with the lan wanted to stream
from a windows box to a linux server, where by a staff member, can type
in eg: webcam and get the streaming video.

However I dont know how to do this..   I will probabally run some CGI
script on the server to have the effect of streaming, and get the
windows box to upload the image to that server every second, 

and my question after all that rambling, 

Does anyone know of a good / free Image Uploader app for windows, that
can take a USB camera and upload less than every second to another
machine, and anyone have a good / free cgi script that can take that
image --  img.jpg for example, and display it and when a new one comes
in change it?
