I can't say I've had much luck with dia for this purpose.

A couple of tools worth looking at:

   tora - an open source toad-like tool (not sure if it does diagrams)
   druid - a java-based RDBMS designer/manager

I happen to know someone in your office who has played with these.  Why 
don't you ask her?
