druid seems to do the job.
it reads from a dump, or directly using jdbc
it will build an ERD, you need to add the tables one by one, but it will
work out the relationships.
the symbols are strange, and you can't change them

and the interface is painful - many features are hidden. just right
click all over the place and you find them eventually. dont' touch the
delete key, it removes the entire database from your project.

it doesn't compare to Power Designer, but it did help make an ERD.
