One word: cygwin.

Of course, once you've got a whole unix environment on
your Windows box, you can do all the editing locally
and just scp the files over to the Linux box when
finished.

I don't use this configuration any more, since I
haven't used Windows in some time, but it worked
nicely when  I did.

Drawbacks: reasonably long download time for all
required packages.
