I suggest outside. It's easier to find people. 

I'll also suggest that if you want your key signed, then upload it to a
keyserver.

e.g.:
$ gpg --keyserver wwwkeys.pgp.net --send-key <YOUR KEY ID>

Otherwise it's going to be hard for us to get keys to sign. Once people have
signed keys, they also run --send-key to upload it again.
