If you're a victim of the depeering, you won't see anything at all -
you're certainly unlikely to get a forbidden message - we're not
denying anybody access, rather, we're only sending packets to
folks we can reach over WIX.

The error above is because the overnight rsync threw a sicky.  It 
should be fixed now.

That's a demonstrably false assertion, TCL did nothing of the sort. 
They propose to depeer on Nov 1, but that hasn't happened yet.  There
was an outage over a weekend a couple of weeks back, but that was
because my router crapped out, not because of anything TCL did.
