on debian by default I think it may be https://debianbox:10000
A default apt-get install webmin-core should start the service at end of
install
I would have thought "Error - Access denied for <my ip address>"
implies something (webmin) must be running to reject the connection attempt.
I stand ready to be corrected :)

at http://localhost:10000
