From the Debian postgresql package changelog (avilable at

* The installation scripts mail configuration problems and upgrade
problems to root. Therefore we need a dependency on mailx which
provides /usr/bin/mail. Closes: #172689
The dependancy is listed in the package information for postgresql:
Depends: libc6 (>= 2.3.2.ds1-4), libcomerr2 (>= 1.33-3), ..., mailx
Dpkg will refuse to remove a package if packages that depend on it are installed, and apt-get and other package managers will all prompt for confirmation before removing other packages to satisfy dependancies. It's hardly Debian's fault if you don't read the messages. :)
