If you read the hint carefully, you'll have noticed
that you need to use quite an old version; the latest
version will NOT work or even compile.

If you've used the old version and it still isn't
working, it might be that that version has old
dependencies too.  If that is the case, you're in for
a long haul to track them down and compile them for
the system -- use 'ldd apt' on an existing Debian
system to get the versions of the libraries which work
there.

Finally, note that you will only ever have a hacked
apt install anyway, since it really wants your base
install (which you have done already, without a
package manager) to be in packages too, and in the
installed package information database.  Without that,
the dependencies are all a bit shonky.
