Perhaps what happened is that your billing changed, but the folks who
actually tell the cable modem its new speed got confused.  They're not
the same people.  Happened to me.  It took quite a few phone calls and 3
or 4 days before it was sorted out.  In my case the person responsible
seemed to be unaware of the fact that the plan had changed and that the
modem speed should *increase* and not stay the same....  Seemed pretty
simple to me.
