I'm guessing a bit, but I believe mkbootdisk is supposed to be run on the box
the floppy is to be used for, as it gets info from the installed system when it
writes the floppy.

Also note that not many Windows systems these days run DOS partitions, most are
FAT32 or NTFS.

If you want to read files from a Windows partition without booting from the
Windows hard disk, a LiveCD is probably the simplest option.
