I don't know about previous resolutions on this issue, but I personally 
consider such things to be explicit noise.

I don't know anything about Lycoris but I'm not really concerned what 
was being advertised. The message in question was in no way 
'informational' which is (as I see it) the problem. If it were 
responding to someone saying "Where can I get Linux Related Product X?" 
then I would consider it more than acceptable.
