Hi, here's 2 cents:
I have regularly used WinSCP to copy files from randomn windows machines
back to a Linux box. I have done this with Win 95 and 98, and I have done
it from dodgy Internet Cafe machines too (using a WinSCP I have downloaded
myself, of course).

I've never used Samba, but I assume this is irrelevant to the issue of
whether SCP works.

That is correct; WinSCP is self-contained. It should be able to make an
SSH connection to your machine with nothing else installed. It sounds to
me like you need to debug the SSH connection.
On the client end: Does WinSCP have an error log? From memory, it has a
"terminal window" option; can you make this work for you? Can you make it
do an "ssh -v"? From memory, WinSCP does SSH2 as well as SSH1, but you
might want to check this isn't an issue.
On the server side: Are there any error messages in /var/log (e.g.
attempted connections from blocked IPs, authentication failures)? Do you
have any security-related port blocking going on (Apps like portsentry can
mess you up w.r.t Windows in this manner)?
