wvWare (http://sourceforge.net/projects/wvware/) will do doc to XML, HTML,
and so on.  You can define "style files", from meory, and output to
various different formats and schemata.  I cannot remember if the default
install has a text option, but I expect it does.

OpenOffice does a pretty good import, but I assume you're looking for
command-line tools.
