For native linux apps, there's practically nothing - you could download the 
swftools utilities (http://www.quiss.org/swftools/) but they don't really 
allow editing as such.

For Windows, there's lots as to be expected - I suppose you could try using 
them through Wine...

 - Liatro's SWF Decoder (http://www.liatro.com/product/swf.php)
 - Sothink's SWF Decompiler (http://sothink.com/flashdecompiler/index.htm)

I haven't tried the Liatro one, but I couldn't get the Sothink one working 
with Wine 20040309 (though that's probably because of some configuration 
problem)
