packages in debian:
shaper: http://sourceforge.net/projects/cbqinit/
ip_relay: http://www.stewart.com.au/ip_relay/
http://packages.debian.org/testing/admin/shaperd
shaper seems pretty portable, as does ip_relay (it's more user space) -
so you could probably make one of them work in mdk fairly easily.
shaperd I'm not so sure of. But it might be available in the rpm format.
