[wellylug] how to determine if a webserver is located in NZ?

Cable to cable traffic on Paradise has never been free.  The only
exception to this is traffic between two Paradise customers on the same
subnet (eg. 203.79.92.20 and 203.79.92.55) as this does not pass through
Paradise's router and therefore cannot be metered.

Traffic between two cable subnets (eg. 203.79.118.33 and 203.96.144.200)
passes through Paradise's router and will, and always has been, charged
as national traffic.
