no, it isn't. (well, it wasn't meant to be)

the idea of the poll is to give Rob an idea of how many people are
interested. Sure, many will make their opinions known on the the list,
but others might not be on the list or might not be as vocal. Either
way, it's a usefull counting tool.

It's not a voting tool or anything. It's just a counter to help Rob to
gain an idea on how many people are interested. He might chose to go
ahead if there is only 2 other people or 20 other people. He might even
say 'Since only 5 people are interested, we could run it at my place.'.
Who knows?
