I'd go for UnrealIRCd (http://www.unrealircd.org/). It's not the most 
basic, but it's the easiest to set up as it uses a different 
configuration system from most IRCds. I've never had a problem with it 
anyway, it runs irc.sitharus.com and a couple of others which make the 
network #wellylug is on ;)
