As has already been pointed out by prominent people in the F/OSS
movement, if the intention was for people to install pirated Windows
then companies could make their PCs even cheaper by shipping the PCs
completely blank. (Linux is free, but installing it takes time, and
there is the issue of support).
In short, this piece of analysis is down to Gartner's usual woeful standard.
