You may have covered it already but I cannot see where you say that 
Samba restarted when you rebooted.  This has happened to me whent he 
Samba was setup but not added to the xinetd (sp)  In a command line in 
Linux, use smbstatus and it will tell you if things are up and about, or 
use ps -aux | grep smb.  Then 'service smb restart' and it will confirm 
where you are.  Then try the other suggestions.  Windows should find 
another workgroup, but if you are using domains, which are MS use of the 
word, not Linux use, then user/passwords become important.
