Hey all..

Well, like I told them all along, it was the network card.

It was basically not sending correct checksums and the device was
discarding them because they were incorrect.

This was only apparent in Windows, and it had to have a reg setting for
Task Offloading.

Once we disabled that, all worked well, and correctly.....

Gotta love these windows (l)users trying to tell everyone that it must
be the linux router causing these problems..  Spending 3 days resolving
the problem, only to discover that it was exactly what you told them it
was on Thursday -- and then getting NO apologies and an oh well lets
just through the card out then.. really annoys one...
