Yes. Though if we are being pedantic the kernel-source package is not
a source package (as in deb-src). At least, as I understand the
terminology!

Having done a bit of reading it appears that the original k-h package
was made to support the kernel and modules built for it. Somewhere in
there there was a schism, and the k-s package was built to include the
kernel headers, and the k-h package became a package generated from
the k-s package for building modules against the kernel.
