Actually, that line may be present in a package outside bash-completion,
but the completion script isn't in bash, and that skel script comes from
baselayout:

$ qpkg -f /etc/skel/.bashrc
sys-apps/baselayout *

$ qpkg -f /etc/profile.d/bash-completion
app-shells/bash-completion *
