While I agree with your emacs sentiments, I think the CTRL-S/CTRL-Q dates
from the days of paper tapes - the control codes were used to start and
stop the tape punch. This probably pre-dates emacs. Also, wasn't emacs
written in the early-mid 80's (Stallman would have been, what, low teens
in the 70's?).
