Making source available can just be a offer, it's doesn't mean you have 
the sources for download at the same time as the binaries.

 From my understanding of it, the ISPs do have to provide source as well 
if someone were to ask. Being granted the right to distribute under the 
GPL means they have these obligations.

Generally though, people consider mirroring as different, and would go 
to the author of the changes rather than the mirror. I'd probably pull a 
mirror if someone started to demand sources and I didn't want to mirror 
them.
