well, you can explicitly set it by doing:

export PKG_CONFIG_PATH=/path/to/your/.pc/files

usually it isnt needed as pkgconfig has a default path but when you 
install packages configured with say /usr/local as the prefix instead of 
/usr - you often have to tell pkgconfig to also look in 
/usr/local/pkgconfig or whatever the path is
