not sure really about a proper answaer... 
It is a 3com 
green light ok
orange light : blinking at low frequency

other machines : green light on, no orange blinking
I would say no, it is not autonegociating properly, but just a guess

Not sure I have been given it and I do not have a manual

Where is it on the host ? never done that before...
