I believe it applies only to the current virtual console and only until 
that console is 'destroyed' so it won't survive a reboot. As for having it 
come into effect before the login prompt, I'm fairly sure it can be done, 
but I can't tell you how off the top of my head...  it can probably be run 
by init and a line or two in /etc/inittab? Might need to hack getty...
