Like Pete said, second-hand server hardware would be your best bet. There
are currently some nice second-hand server systems on TradeMe
(http://www.trademe.co.nz/Computers/Servers/Servers/mcat-0002-0364-0209-.htm
) and you can also purchase second-hand gear from ComputerLink
(http://computerlink.co.nz/index.asp?FSCat=193&url=IND&iFromFeatured=1) in
Petone (note: I have nothing to do with ComputerLink except purchase
hardware from them).
There are also a number of other places that sell second-hand server
hardware.
For the operating system any properly configured distro will do, however I
use IPCOP on my firewall boxes because firewalling and VPN is all it does
(no extra unnecessary packages). IPCOP supports Site-to-Site VPN tunnels
with very little setup needed (supports either shared-password or
certificate).
IPCOP also supports PPTP and L2TP VPN passthrough to an internal VPN server
for road-warrior / remote users. I can have a IPCOP box up and running in
about 15 minutes with site-to-site working only a couple of minutes after
that if the IPCOP box at the other end is already up and running.
Once you have your hardware, you could have all your IPCOP boxes and
Site-to-Site VPN's up and running inside of a day.

A star topologoy where the various 10Mb connected sites hook up to a single
central 100Mb connected site. The central site would need to be industrial
strength
I would defer to greater judgment on what is the best VPN type and software
to use.
