No, D-Bus doesn't require a GUI, however - as a freedesktop.org 
standard, it is also clearly oriented towards communication between GUI 
apps.

Since it requires a long-running 'manager' process, it needs to be 
started within some kind of session framework, which could be easily 
accomplished by adding it to .bashrc or similar, but d-bus will only be 
started on most current distros when booting into a graphical 
environment as far as I know.

Still, I agree it isn't limited to GUI apps, and it would be nice to 
see it adopted as a standard service on most distros, regardless of 
GUI/CLI focus
