Having been involved in Telepermitting some internal modems about 15 years ago, the main issues for overseas modems were how they handled pulse dialling (which is now probably a non issue as there are no exchanges left that require it) and signal levels.

IIRC NZ levels are about 3db down on Australian levels (the modems I was dealing with were designed in the US for use in Australia) so there may be an issue with levels for US modems here. Insite (who were taken over by Renaissance) had to re-prom the USR modems they brought in to achieve Telepermit.
