Of course it is! TelstraClear don't require any certification that I've 
noticed in the ToS, but if the device doesn't have a TelePermit sticker 
you can't (read shouldn't) plug it in to Telecom's network. Part of 
this stems from the fact the NZ's pulse dialling was backwards - a 
phone from UK/Europe/America has the 1 first, the 9 last, in NZ it was 
9 first, 1 last, hence 999 in the UK and 111 in NZ. I had a modem once 
(telepermitted!) that had to be dialled 'backwards', eg 0123 would be 
9876. Touchtone solved all this though ;)

Likewise. Both my telephones are telepermitted, complete with stickers! 
I don't think my modem has a sticker, but it's not physically 
accessible (iMac :P), it is, however, telepermitted. I've never bought 
any phone overseas, not much point...
